Background
Hutt Valley District Health Board (DHB) in Lower Hutt is one of 20 district health boards in New Zealand. It employs approximately 2,100 staff and is responsible for improving the health of 135,000 people and communities within the Hutt district. It also provides a comprehensive range of public health services to the greater Wellington region.
With 260 beds, the hospital includes a regional public health service, a community dental service, regional services for burns, plastic surgery and rheumatology, community health services and a mental health service.
Challenges and Goals
Hutt Valley DHB is a long-term PayGlobal client. Originally the DHB contacted PayGlobal’s predecessor, TimeMaster Systems, in 1997 after having spent 12 months and in excess of $200,000 attempting to upgrade from its existing payroll system NPS to a system that was Y2K compliant. According to the Human Resources Manager at the time, Rosalyn Baker, a strategic decision was made to seek an alternative system that would be cost-effective, easy to use, and up and running within a strict timeframe.
Process and Solution
PayGlobal implemented a complete, fully Y2K compliant payroll system for Hutt Valley DHB in less than three months and for less than a third of the money already spent attempting to upgrade the existing system. At that time, the public health system throughout New Zealand was under increasing pressure to further reduce costs while not compromising service to the public.
When PayGlobal developed the PayGlobal people management solution in August 2000, Hutt Valley DHB became interested in upgrading to the Windows-based, internet-enabled product. The first stage of upgrading to PayGlobal Payroll began in mid-2001.
The service also saw the upgrade as an opportunity to look at expanding its people management solution with HR capabilities.
Business Results and Return
By implementing PayGlobal Payroll functionality, Hutt Valley DHB was able to enjoy savings in excess of $50,000 per year over the costs of maintaining its previous system. Hutt Valley’s then IT manager Nigel Beardsworth was delighted with the result. “We are very, very pleased with it,” he said. “It was operational on time, on budget, and technically it has exceeded our expectations. There’s no doubt that better internal management systems such as this one can assist all district health boards to make more effective use of Government funds.”
